Updates to Order on Motion for Reduction of Conviction

1. the plaintiff present and defendant present fields are conditional on the "A Hearing Served by All parties" field being selected.
2. We'll probably want some text explaining what those options mean, but 99% of the time they'll want to select "The Pleadings and Papers of the parties".
3. The stuff underneath the "The Court Finds" section does still need to be filled out. Some of those sections we can fill out for them as well. I'll try to go through on the git issue and write out how it should be filled in.
