🐛 Bug: Default emoji value prioritizes first, single emojis over multipart emojis #2013

mainbranch of the repository. - I have searched for related issues and found none that matched my issue.
Expected
Running npx create-typescript-app to create JoshuaKGoldberg/are-docs-informative#686 should have resulted in ℹ️ being inferred as the repo's emoji option.
Actual
ℹ was instead. I had to manually touch up some files.
