Overview
Coming over from JoshuaKGoldberg/eslint-fix-utils#7 -> JoshuaKGoldberg/eslint-fix-utils#13: it looks like the docs in https://github.com/JoshuaKGoldberg/create-typescript-app/blob/c6714eeb02a5106eb5e4e4694f1e8b590444030d/docs/FAQs.md#how-can-i-add-dual-commonjs--ecmascript-modules-emit aren't quite enough. Whatever the resolution is to that issue -> PR, we'll want to note it here.
