Streaming payments extension permissions

Steps to reproduce

This issue is present on the feat/streaming-payments-ui branch.

1. Create a streaming payment.
2. Ensure there are funds able to be claimed.
3. Click on the claim button in the temporary UI.
4. Note the error in the console as well as whether or not funds are claimed.

Expected behaviour

• The Streaming payments extension should have all the correct permissions when installed, including the current missing one reported in this issue, i.e. the Funding (5) permission.

Actual behaviour

• The extension is being installed without the correct permissions that are required to allow claiming. Specifically in this case permission with id 5 i.e. Funding.

Resolved as part of rebasing #2670 on #3114. Streaming payment extension permissions are now assigned automatically after installation.
