Add level to new elements

It would be very practical if new elements automatically get assigned the level=* tag, so the don't immediately disappear due to the filter. Might be appropriate to throw a warning if this behavior was not intended (like when splitting a way in a relation)

I think the automatic tagging of the level is a good idea. However, I would rather add it automatically with the other tags (via apply button) than directly when mapping the object. In general, the indoorhelper has some functions that need to be revised. One of them is the level tagging and already mentioned here.
@mfbehrens99 are you interested in implementing the level tagging functionality?
