The software cannot download neoforge from the provided URL when running the server for the first time

Step to reproduce

1. Download the latest nightly build from here
2. Extract the jar file from the archive and place it in a folder
3. Run the command java -jar .\arclight-neoforge-1.21.1-1.0.0-SNAPSHOT.jar nogui

It should be a simple network issue, you can install the neoforge 21.1.80 manually to your server dir and launch arclight.
