First time notice may not be consistently appearing when it should

Workaround is to place the plugin's config file (linked below, inside the ZIP file) in your OMSI directory.

I'm re-opening this issue due to a report I received, this may still sadly be an ongoing problem. The file linked in the first comment still is a successful workaround in the meantime.
