Render radar as a radar

We should use some kind of plotting library to render a polar scatter plot of the data.

Some teams use the position within rings to mean something (e.g. things in trial closer to adopt mean they are soon-to-be adopted), but that is not important for us. The requirement here is that the points don't overlap
