OMEPlugin.newsgroups should be initialized from environment variables #230
Description
Plugins should not be tied directly to the newsgroups. The same plugin (e.g. HubZero - what is qubes right now) could be used by all the different libraries that uses HubZero as their CMS. The environment variable should be set in docker-compose.yml and the plugin should pick it up from there for that installation.
