Atari-py Failed to Build Wheels

Currently when testing master branch, you cannot run the environment due to issues with atari-py and box2d

The solution to this problem was to

brew install swig
or
sudo apt-get install swig on your local machine, alternative if you are still dealing with this issue even though you have swig installed, you can run using docker as the docker environment installs swig.

Will need to update documentation accordingly @AbdullahiNur2828
