Improve the BotServ Interface

content:

content: view available bots
content: assign or unassign bots
content: add section to manage Bots (staff only)

functionality:

add: ability to view available botserv bots
add: ability to ASSIGN (or UNASSIGN) botserv bots from web interface
add: ability to MANAGE (add, change, del) botserv bots from web interface
