X: TOPIC command (move Setter to END of the Topic)

X: TOPIC Command Update

In a future update, move the Setter of the TOPIC (using the X TOPIC command) to the end of the TOPIC -- thus preserving consistency with IRC4Fun's servers & unregistered channels. (In unregistered channels, or channels where a TOPIC is set by a server; the Setter's nickname!user@host is revealed at the end of a TOPIC)

• Move the Username (account) of TOPIC setter to the end of the new TOPIC instead of at the beginning.
