This document provides the canonical definitions for governance terminology used in the HHI Governance Glossary.
Identifiers are defined in TERM_INDEX.md and remain stable across versions.
HHI-AUTH-001 — Authority
The formally assigned right to make, override, pause, or stop decisions during execution.
HHI-AUTH-002 — Decision Boundary
The explicit point at which authority transfers between actors during execution.
HHI-AUTH-003 — Stop Authority
A role-bound capability to halt system operation when governance thresholds are exceeded.
HHI-AUTH-004 — Human-in-the-Loop
Governance mechanism requiring human oversight in decision processes.
HHI-AUTH-005 — Escalation
Transfer of decision authority to higher roles when risk thresholds are reached.
HHI-AUTH-006 — Escalation Decay
Reduction in the effectiveness or use of escalation pathways over time.
HHI-AUTH-007 — Escalation Suppression
Condition where escalation pathways exist but are not used.
HHI-AUTH-008 — Authority Persistence
Continuation of decision authority beyond the original operational conditions.
HHI-BEH-001 — Behavioral Drift
Gradual divergence between expected system behavior and observed behavior over time.
HHI-BEH-002 — Reliance Formation
Process through which individuals begin depending on system outputs.
HHI-BEH-003 — Governance as Infrastructure
Governance structures that accumulate through repeated behavioral patterns.
