Status: Structural Specification

This document defines the layered governance architecture used within the Hollow House Institute Standards Library.

The architecture separates semantic authority, governance structure, integrity controls, and execution infrastructure. Each layer contains artifacts governed under explicit semantic authority.

Layer 1 — Semantic Layer (Human Authority)

Artifacts defining governance meaning, terminology, and foundational primitives.

Artifact Purpose
glossary.md Human-readable governance terminology
glossary.json Machine-readable governance vocabulary
glossary.schema.json JSON schema validating glossary structure
AUTHORITY.md Defines semantic authority boundaries

This layer establishes the canonical vocabulary used across governance artifacts.

Layer 2 — Structural Governance Layer

Artifacts defining the structural organization of governance concepts.

Artifact Purpose
GOVERNANCE_ARCHITECTURE.md Defines layered governance structure
GOVERNANCE_TAXONOMY.md Classification of governance primitives
GOVERNANCE_ONTOLOGY.md Ontological relationships between governance artifacts
GOVERNANCE_STANDARDS_CROSSWALK.md Alignment with external governance standards

This layer defines how governance concepts relate to each other.

Layer 3 — Integrity & Release Layer

Artifacts ensuring reproducibility, version integrity, and audit traceability.

Artifact Purpose
CHECKSUMS.sha256 Integrity verification for repository artifacts
CANONICAL_CHECKSUMS.txt Canonical artifact checksum list
GLOSSARY_SHA256.txt Integrity hash for glossary definitions
LOCK_MANIFEST.md Declares frozen governance artifact versions
CHANGELOG.md Version history and governance revisions

This layer protects against semantic drift and ensures auditability.

Layer 4 — Execution Layer (Technical Authority)

Infrastructure and automation used to operationalize governance processes.

Examples include:

  • CI workflows
  • governance validation scripts
  • diagrams and architecture visualizations
  • supporting documentation assets

This layer operationalizes governance definitions and structures through tooling and automation.

Architectural Principle

The governance stack follows a layered authority model:

Semantic Authority

Structural Governance
↓
Integrity & Release Controls
↓
Execution Infrastructure

Meaning flows downward from the semantic layer, while verification and enforcement operate upward through integrity controls and execution infrastructure.
