Create and configure .changeset/config.json according to D0013-ReleaseManagement.md specifications.

Tasks:

  • Create .changeset directory
  • Configure changelog generation
  • Set up commit message format
  • Configure branch policies
  • Add ignore patterns

Acceptance Criteria:

  • Changesets detects and versions packages correctly
  • Changelog is automatically generated in Keep a Changelog format
  • Version bumps respect semver based on conventional commits
  • Ignore patterns correctly exclude test/example packages
  • Branch protection rules prevent direct commits to main
