docs(blog): remove legacy Chinese-named GitHub Issues post from en locale

Remove the old en/blog/2026-01-22-github-issues-集成.mdx file that used
a Chinese filename in the English locale directory. The article has been
re-added under the correct en-US/ locale with an English slug.
