feat(i18n): add blog translations for AI cost and Steamworks posts

Add translated blog content for German, English-US, Spanish, French, Japanese, Korean, Portuguese Brazil, Russian, and Traditional Chinese locales covering two blog posts: 'Quantitative Assessment of AI Cost Efficiency' and 'Steamworks Multilingual Metadata Management'.
