Pull quotes for chapters

Similar to the discussion in #1016 but for the chapters rather than the home page, we should have the facility to embed pull quotes in the chapters to pull out interesting quotes to catch people's eye as they scroll down the page, as well as break up the text.

This is pretty common, for example from Smashing Magazine:

We currently already have "big figures":

And "really big figures", but nothing for quotes.

They should be styled - maybe with quote marks like in the home page (note different languages use different quote marks so maybe use them)? And ideally should have an anchor link for ease of reference. Presume it shouldn't be a figure?

Ideally we'd have a template to fill in similar to big figures/really big figures in #1236 to make this easy to enter, consistent and easy to change.

This is a great first issue for @HTTPArchive/designers to help with the UX of the quote component.

In addition to the quote itself, would we have functionality like the ability to link directly to it or one-click share the quote on social media?

One that's figured out we can pass this over to the dev team for implementation. I'd love to see us start using more quotes in 2021.
