[Bug] Chat Censors Messages Incorrectly

Expectation

When a user selects censor chatbox messages under their settings, they would expect that the chatbox would censor all messages with swear words.

Description

Instead, the user that enabled censor chatbox messages gets their messages "censored" since the censoring happens on message sending instead of message loading. It adds the html to censor their message but it doesn't get hidden since the html gets escaped and the style doesn't currently exist anyways.

What should happen is the chatbox needs to load the swear words and the user's censor setting then properly censor all messages client side instead of processing the censors server side.

This is true and has been broken for sometime. The chat censor system is buns and not the good kind. Ill look int fixing it and moving the censor config to the database with new staff view to manage words so dont have to edit config.

I've also been aware it's been broken for years. I'd personally rather just remove the feature considering how long it's been broken. If it's wanted again, it could be re-implemented. It'd have to be re-implemented from scratch again anyways if it were to be fixed (and the git history is always available if need be).

I did like the feature after making a rough fix but the swear list is a little weird and pretty much everything gets done in chatbox.js. I would like to see it added but nobody knew it existed in the first place.

Honestly there is no reason to remove it. The logic just needs to be moved out server side and into chatbox.js so it's client side.
