Executive Summary
The Green Grid (TGG) recommends that the European Commission use the SPEC Server Efficiency Rating Tool
(SERT) measured data to provide estimates of data center ICT equipment total and utilized work capacity and
average workload capacity utilization. SERT is one of a few server performance and efficiency assessment
tools that measures system performance and power data over the full operating range of the server. The TGG
SPEC SERT dataset, upon the completion of the 2024 update, will have enough performance and power
measurements to support the development of methodologies to estimate total server work capacity and
average server utilization at a data center facility as required by the EU Energy Efficiency Directive Article 11a,
Annex VIa, and a delegated act.
