What exactly is the throughput value in diagnostics?

In the diagnostics audit there’s a throughput value, I assume this is a Mbps value in bytes.

Is it the exact real network throughput of the server that ran the report? Or does simulation play into it somehow?

I’m seeing this vary quite a bit in my current setup, sometimes being under the 1.6Mbps simulated value. If it’s way under the simulated speed, is it a strong indicator for lower-than-normal score?

It's Mbps (in bits, not bytes). It's the observed network throughput, regardless of simulation settings.
