New feature / I2P flow should remind me that no LGTMs are required

The current blink process does not require LGTMs for I2P. I didn't realize this and we waited a week before pinging @RByers who educated me on the new process. It would be great if the tool told me something like "FYI: no approvals needed to start landing code" or something like that.

Edit: I guess this is not a new part of the process, I just always thought it was!
