Add more prerequisites in Intent to Ship dialog

We should Identify some more suggested prerequisites that should be displayed to the user when they attempt to draft an Intent to Ship. It seems like these prerequisite lists are considered as minimum viability, and are almost always filled out beforehand. If there are some fields we'd like to see populated before the feature is marked as shipped, then this is a way to ensure of that.
