Settings in Options menu reset when options menu is closed and re-opened

The items in the options menu (encounters and characters) are rebuilt every time the options menu is collapsed and expanded, so their states are lost.

Likely easiest fix is to not build those items on expanding the Options menu, but to have them prebuilt and only show/hide them when toggling the menu.
