pa11y-ci is working locally, but consistently returning this error (while not actually failing the job 😭) in Github actions:

Running Pa11y on 6 URLs:
 > http://localhost:6012 - Failed to run

PR: #475

Pinning Ubuntu to specific version 20.04 instead of latest removes the issue of Failed to run.
