As Coral grows, it's important that plugins only need to be updated when its warranted by the plugin host. Users should still be able to use plugins made for version 0.2.1 even if Coral itself is on 1.0.0 given that there hasn't been any changes to the plugin system.

This is currently an issue - builds created by CI aren't compatible with plugins copy-and-pasted from the plugin's output directory due to mismatching version numbers.
