How to make IC-Light portable?

Hello there!

I've been trying to make a portable version of your **A1111, Fooocus, IC-Light, and ForgeUI**... But whenever I clean-install a new version of Windows, while all the Web-UIs are on another drive... It always tries to re-download the same requirements that are needed to launch the Web-UI...

Is there any way to make the requirements also portable?
