update db with church codes and auto generate new ones

1.Vino to modify backend church creation to auto create church cod
2. updates to mirror prod in test environment

I have sent Vino a list of church codes taken from the CSV files on test3 to use in updating the church db on test3. I also provided a Ruby function to generate new codes which can hopefully be used in the online interface for creating new church entries within a county database. This process will have to be done again when we switch to the live server, but that should be easier now that the code to do it has been written.
