I have section 508 compliance requirement for all of my apps, which deals with accessibility compliance. The accessibility checker always throws layout and information errors when icons use the tag. To fix this we often modify the html to use which is semantically more correct. It could be beneficial to have an option that allows the use of over when using in rails.
