Payments contract should compile without `via-ir` being set to true in foundry.toml

See foundry.toml. The --via-ir flag is set to true. This delays compilation times. Ideally, we should refactor the functions with a large call stack so that we do not need to set ``--via-irinfoundry.toml`.

Success criteria: forge build and forge test should work without ``--via-irbeing set to true infoundry.toml`.
