Handle requests to the secretariat

We could make a new module for the secretariat where the users could write requests in different topics that can be approved/rejected by the secratary/director.

These could include:

• permission to extend studies from bachelor to master
• permission to stay in the building in the summer
• permission regarding status changes
• delays regarding ALFONSO or other requirements
• request to check the special study average rule
• ...? (identify all)

The model should include:

• type, which also determines the title
• user given justification

I would say do not handle status/other changes automatically in the database in the first iteration as these might be more complicated than it seems.
