Describe the bug

When an EVSE is reserved and the EVSE is set to 'Inoperative' (ChangeAvailability), the EVSE will first go to 'Available', then directly to 'Unavailable'. It should skip the 'Available' status and go directly to 'Unavailable'.

To Reproduce

  • Make a reservation for EVSE id 1
  • Send ChangeAvailability request and set EVSE 1 to 'Inoperative'
