Parsing of dictionary values for frequency CV

Hi @momipsl,

I've seen you have updated the content here recently. The new CV for frequency includes a dictionary structure of <short_name>:<description>. However, the <description> content is not making through to your pyessv-archive versions of the CV:

Is this the right behaviour or does something need tweaking?

@agstephens As I can see the code, attribute with None/null value doesn't appear anymore. So, for instance, frequency.description will only exists if description is not None.
