No udev rules for Orbic RC400L causes install to fail

Running Debian on the "testing" channel (trixie) and whenever I try using 'adb devices' to look for a connected hotspot, adb fails with the following:

List of devices attached eb9f484b no permissions (missing udev rules? user is in the plugdev group); see [http://developer.android.com/tools/device.html]

My user on my laptop is indeed in the plugdev group, but I did notice there are no udev rules for this device set at all, and this isn't mentioned in the documentation. I don't know if this would affect other Linux distros, but a script to set the udev rules would be useful for potential users.

the device won't show up in adb devices until you have rooted it. Have you tried running the installer?
