Tests appear to be broken on master branch

These two tests appear to be failing on the latest commit on master (also also on at least one of the security dependency issues):

rspec ./spec/features/action_pages/call_action_spec.rb:25 # Call actions allows users to call congress
rspec ./spec/features/users_spec.rb:9 # Tests about users promoted users lose their old password and need a strong one

I'm curious if these are flaky tests or something is indeed broken.
