Creating a label design before initial load completes can lose it #1226

The labels page starts loading the saved label designs asynchronously, while both the empty-state Create First button and the toolbar New button remain available. If a user clicks one before the initial setting GET (and possible v1 preset import) completes, create() saves a new design from the current in-memory list. The pending load can then replace that list with its earlier response, so the new design disappears and may be overwritten on a later save.\n\nReproduction: open /labels on a fresh or slow connection and click Create First or New before the design list has loaded.\n\nExpected: mutations wait for the initial load to finish and preserve the complete current design list.
