Update blueApi for i10 and p99

Goals

Acceptance criteria : What journeys should the user be able to complete to consider your feature done

• User be able to use the latest cli to run plans.

base on the goals, deduce the tasks required. check them off once they're done

• Fix uv cache issue, UV has no cache dir if init container runs as non-1000 UID blueapi#1308.
• Change blueapi for i10 and p99 a version with blueapi with scripting. feat: Redesign BlueapiClient for use in scripts blueapi#1323

This is currently not released and there is a breaking change with uv cache in version 1.1x so we will do it together as there is currently no read need to upgrade.
