`always-allow-substitutes` shouldn't be forced to true

This prevents stuff like runCommandLocal from behaving properly.

In the case of https://github.com/YPares/rigup.nix, I build a lot of small, quick to build file derivations for which querying remote substituters doesn't really make sense, as building the derivation is basically always faster than querying substituters.
