Make info.now a Date

Slightly stricter than `string`.  Consistent with the rest of
`PrInfo` (`lastPushDate`, `lastActivityDate`, etc.).

Also, use Day.js for `tooEarlyForLabelsOrProjects`.

Cosmetic changes, no change in behavior.

Update snapshots.
