I'm positive I had location and lock turned off prior to changing SIMs at my provider's kiosk.
The IMSI isn't printed on the cards themselves (or I'd have entered it beforehand).
Had to call my father to tell him it was a false alarm.
Possible solutions: Toggle switch for the "accepted SIMs" feature. A way to let the program know to accept the next unknown SIM.

Toggle switch is probably the best solution IMO.
I could do a user prompt that allows you to dismiss the tracking, but that would fail if you enabled the lock mechanism.
