[cmake] improve cuda detection/usage #166
Description
Note: FindCUDA/findpackage(Cuda) is deprecated, see: https://cmake.org/cmake/help/v3.12/module/FindCUDA.html
Maybe we can use checklanguage/enablelanguage.
All we need seemingly is CUDA_NVCC_EXECUTABLE anyway.
(Old method still works for now.)
