Un-uninstallable blinker module makes Toil Docker build fail.

As in #5268's tests here, Toil's Docker can fail to build because it wants to uninstall blinker 1.4, but it can't because it was installed with distutils (or from the distro package manager?) instead of Pip.

This is for the Python 3.13 Docker build.
