FOIA source code isn't entirely exempt #8

Description

Issue Report

The SHARE IT Act says that code which is exempted from FOIA is also exempted from release under the SHARE IT Act. As written, the document says that nearly all source code is exempted from release under SHARE IT Act, because nearly all documents "fall under" FOIA (i.e., unless an exception applies). Documents which are able to be released under FOIA "fall under" FOIA. Essentially, the statement as written has the opposite of the desired effect. This should be clarified to indicate that code which is exempted from FOIA is also exempted under the SHARE IT Act.

Expected behavior

Re: https://github.com/DSACMS/gov-codejson/blob/main/docs/faq.md#are-there-any-source-code-exemptions-under-the-share-it-act
"Source code that is exempted under the Freedom of Information Act"

Actual behavior

"Source code that falls under the Freedom of Information Act."
