`runs` outputted before `rejudgement` is started

When you start a rejudging but don't apply it yet:

• We don't send the new judgement, as we might want to cancel it (rational)
• We already output the runs, as there is a judgement happening (rational)
• We only send out the new judgement when we apply it

The problem becomes:
