Animal Crossing Region Bug?

Issue

After saving an NES game, you are able to select and change the "Animal Crossing Region" dropdown in the bottom left of the GUI while "Is Dōbutsu no Mori e+" is still ticked.

This is presumably unintended? because:

a) The dropdown greys itself out prior to saving

b) Dōbutsu no Mori e+ is a japanese exclusive ;(
