It's a common occurrence in the #3dshacks IRC on Rizon to see people use SafeSysUpdater and brick because the browser is unusable. We're not quite sure why it happens, but what seems to be the case is that the browser is removed and SafeSys crashes at around this point.
This is an issue that REALLY needs to be fixed, because it eliminates browserhax as an entrypoint entirely, and has been the cause of more than one upgrades to the latest version so that they can use their 3DS at all. It's to the point where we recommend SysUpdater over SafeSysUpdater; that's how catastrophic this is.

Well, SafeSysUpdater does process titles in the same order as SysUpdater, so i guess you'll have the same problem with either one. That's said, are you sure the problem is around the browser title ? I think it may be the homemenu title.
I did actually make a change to downgrade browser and homemenu last (NATIVE_FIRM -> BROWSER -> HOMEMENU). I'm not 100% sure of this so i'm waiting for advices but i think it could prevent all "bricks".
