Newton solver settings

Expected Behavior

We provide settings for the Newton solver, such as the tolerance.

Actual Behavior

The settings we provide are not passed to the solver itself.

Steps to Reproduce the Problem

1. Run simulation with debug output (loglevel 10)
2. Compare the settings from newton_solver.py with the logger output at the start of the simulation

• Version of pulse:
• Version of FEniCS: 2019
• Platform: Both local (MacBook) and cluster (Linux, SAGA)
