Enable/Disable reactions

Current behavior
In each article, it is possible to add/remove reactions

Expected behavior
I want the possibility to disable the reactions on my Wiki platform.

What is the motivation / use case for changing the behavior?

• Add an environment constant to disable the reactions
  • If reactions are already there, it has to delete(?) or hide(?) every reaction.
• Add an article option to disable the reactions.

What are the allons-y-* modules are you using?
