Cannot change background color of button card

Goal

Using this theme file:

minimalist-desktop-nomotion:

And using a bubble card:

The background of the card does not go green

It looks like the background is almost transparent and this css style is controlling button colors and icon colors. Can i not change the background of the card? What am I missing here? Why can i not set this from a theme file?

I am guessing cover does not support a background color? Can this be altered globally?
