Describe your issue

It's annoying to have to tell plugins interacting with external services (ex Supibot) the name/id of my account.
Plugins should be able to fetch the name and user ID of the current user account. Maybe even of other added accounts? However I would not be a fan of plugins getting my access token, we should instead have dedicated ways to issue API requests.
